[*] Scope of Service:

(1) Vendor needs to provide CNI implementation grant services to the government authority located in Las Vegas, NV.
- Manage the Application process.
- Establish a work plan and schedule and establish clear roles and responsibilities among agency and
partners. The schedule shall incorporate the intent to submit the Application at least two days prior to the Application due date.
- Monitor the progress of the Application process to assure adherence with schedule and milestones
and communicate all such progress with agency.
- Review the nofo in detail and identify the level and type of resources necessary to complete the project.
- Facilitate weekly conference calls and site visits as needed.
- Assist in compiling and keeping on track all Application components and deliverables.
- Prepare, write, and assist in submitting the Application.
- Write all applicable narrative and other content required by the nofo.
- Work with agency to identify parties responsible for attachments and other nofo requirements and
assist with keeping production of those deliverables on schedule. Guide and review these documents
to ensure they meet the nofo requirements.
- Review, edit and create the various exhibit components prepared by agency and other parties and partners into a cohesive final Application.
- Assist agency, the developer and other stakeholders to develop a detailed budget for the entire
Implementation effort. This includes detailed budgets for each component of Housing, Neighborhood, People, administrative staff, case management, and consultants and contractors.
- Produce the various maps required by the nofo except where specifically agreed to by agency and
the design teams. The design team will produce architectural plans, schematics and drawings.
- Schedule and facilitate reviews of the exhibits and attachments as they are drafted, taking into account additional time needed for internal and City review.
- Assist with documenting financial commitments from lenders and investors. The Contractor will review all leverage letters to ensure adherence to nofo requirements.
- Prepare the final Application, including exhibits and attachments as outlined in the nofo or
submission by agency. Support agency in any follow-up action required in response to the final
application submission, such as, for example grant submission errors, technical corrections,
clarifications, etc.
- Advise agency on ways to improve the Housing, People, and Neighborhood strategies in order to be
competitive while still working within the framework or the community informed Transformation Plan.
- Assist agency with community meetings required by the nofo, including assistance with presentation materials, etc.
(2) All the questions must be submitted no later than September 21, 2023.
(3) Contract period will be for one year.
(4) A pre-proposal conference will be held on September 21, 2023.
